Vennu Mallesh. If you haven?t heard that name bouncing around various social media platforms lately, you?ve got to be living under a rock. Vennu is a fascinating musical powerhouse originating from the beautiful India. His first masterpiece ?It?s My Life? has exceeded 2,000,000 views, and he?s right on track to becoming a viral sensation. His second song aptly entitled ?Wish U Enjoy New Year? is a beautiful tune, with a slightly confusing message due to the semi broken English (or as he calls it ?Venglish?) is also growing in popularity, with almost 50,000 views.

Vennu, who?s the Indian counterpart to another musical genius Rebecca Black was kind of enough to sit down with us and give us an honest and truly inspiring interview. We covered an array of subjects, ranging from his haters or ?Hell Wishers? to his love life and what he looks for in a romantic companion. The wording in the interview below is from the man himself, we thought it?d be important for our readers to get a true sense of just how eloquent Vennu is so that they could truly grasp the inspiring messages he?s got to offer the world.

1. Vennu, tell us. How has fame changed your life? Do people approach and mob you on the street? What is this like for you??

No Change.I can go freely anywhere.Very few people watched My Songs in India.So,I am?similar to an unknown person.

2. Whatever happened to Lipsika in the ?It?s My Life? music video? Do you plan on making more beautiful music with her??

Lipsika who is My co-singer in ? It?s My Life whatever?I wanna Do ?.She is a Wonderful Singer.She sings in films ( Telugu ).For My second song ? Wish U?Enjoy New Year ? there is no female voice in the song.So,I haven?t asked her to sing. If a female voice?requires I will definately ask her to sing.

3. What is the status of your love life as of now? What qualities do you look for in a girl??

I am Single.I don?t have any Girl Friends up to now.I specially likes a Girl who respects and?follows Indian Tradition.

4. On your facebook page you talk about all sorts of wise things. Do you think it?s important to share your words of wisdom with the world??

I am planning to direct a Film.An year ago I completed writing?Story,Screenplay,Dialogues. After finding the Producer and further discussions I will let U know the?Film details.I am also thinking about Songs.Let we see what happens next.

6. What artist would you compare yourself to? Which artist are you most alike?

I don?t compare Myself to anyone as an Artist and also as a Human Being.Because,I strongly?believe every Artist/ person is different.

7. Some criticise you for not speaking excellent English. What is your response to this??

For the people who suggest Me to learn English,I suggest them to understand Vennglish.?I am also curious to know about what they will do with their excellent English.?A language is like a Bridge which transfers one?s feelings to other.So,are they able to understand My?feelings or not is important not the mistakes in the language.

8. At the end of ?It?s My Life? you say ?Don?t believe me, I am a true Liar.? This is very interesting. What does it mean? ?

GooD Question?Why I said like that means,I want to test the people.After listening the Song?completely will they believe a 4 minute song which is My Life or just a Single word in the end of the?Song ??For example, if a person says he is dumb will U believe his words or the Truth.

9. How do you deal with nasty messages online? Do you have any advice towards dealing with them??

Nasty messages are very common.Because,a person like Me will definately have Hell?Wishers/Enemies..I mostly don?t care for them.My opinion is Becoming Successfull is the Best?Revenge U can ever take on Enemies/Hell Wishers.

10. If you were stranded on a desert island, what items would you bring??

I am not much intelligent to answer this Question.

Difficulty means it depends on the knowledge we have regarding the concept of the?song,language and the words to be used. ? It?s My Life whatever I wanna Do ? is very easy to Me to?write lyrics when compared to others.Because,I am the concept of the Song.

13. ?How talented do you think you are? Do you consider yourself a good dancer, or do you play instruments??

I can?t say how much.But,I know I am talented.I love dancing.I don?t play instruments?because I can?t.

14. You keep referring to a language called ?Venglish? could you tell us more about this intriguing concept??

As some people always saying that I am disrespecting English I answered them ? It?s not?English it?s Vennglish ?.Vennglish is nothing but rules broken English.My way of writing or speaking?English is called Vennglish.?The words Hell Wishers,Heartograph,U instead of you,GooD etc; belongs to Vennglish?

15. Tell us about the recording process, how do you go about creating your songs??

First I write lyrics,then I compose tune.After that I think about how the instrumentation should?be.After that keyboard feeding and so on?

US shuts embassy in Central African Republic

(AP) ? The State Department has closed its embassy in the Central African Republic and ordered the ambassador and his diplomatic team to leave the country as rebels there continue to advance and violence escalates, U.S. officials said Thursday.

A Pentagon spokesman, Lt. Col. Todd Breasseale, said that at the State Department's request, Defense Secretary Leon Panetta had directed U.S. Africa Command to evacuate U.S. citizens and designated foreign nationals from the U.S. Embassy in Bangui "to safe havens in the region."

State Department spokesman Patrick Ventrell said the U.S. Embassy had temporarily suspended operations, but not diplomatic relations with the country.

"This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations" with the Central African Republic, Ventrell said in a statement.

Shortly after announcing the evacuation Thursday, the State Department warned U.S. citizens against travel to the Central African Republic, saying it could not "provide protection or routine consular services to U.S. citizens" and urging Americans who have decided to stay to "review their personal security situation and seriously consider departing" on commercial flights. Four days earlier, the State Department had issued a warning recommending against travel to the country and authorizing its non-emergency personnel in Bangui to leave.

U.S. officials said about 40 people were evacuated on an U.S. Air Force plane bound for Kenya. The officials spoke on condition of anonymity because they weren't authorized to discuss the details of the operation.

The departure of Ambassador Laurence Wohlers and his staff comes as the president of the Central African Republic on Thursday urgently called on France and other foreign powers to help his government fend off rebels who are quickly seizing territory and approaching this capital city, but French officials declined to offer any military assistance.

Rebels have seized at least 10 towns across the sparsely populated north, and residents in the capital of 600,000 people fear insurgents could attack at any time.

The developments suggest the Central African Republic could be on the brink of another violent change in government, something not new to the impoverished country. The current president, Francois Bozize, himself came to power nearly a decade ago in the wake of a rebellion.

Speaking to crowds in Bangui, Bozize pleaded with foreign powers to do what they could. He pointed in particular to France, Central African Republic's former colonial ruler.

About 200 French soldiers are already in the country, providing technical support and helping to train the local army, according to the French defense ministry.

French President Francois Hollande said Thursday that France wants to protect its interests in Central African Republic and not Bozize's government. Paris is encouraging peace talks between the government and the rebels.

President Barack Obama late last year sent about 100 U.S. special operations forces to the region ? including Central African Republic ? to assist in the hunt for Joseph Kony, the fugitive rebel leader of the notorious Lord's Resistance Army. Forces have been hunting the elusive warlord in Central African Republic, South Sudan and Congo.

Vegas police investigate discovery of girl's body

NORTH LAS VEGAS, Nev. (AP) ? Police investigating the week-old disappearance of a 10-year-old Las Vegas girl said Thursday they think they found the child's body in an undeveloped housing tract in North Las Vegas.

Authorities couldn't immediately confirm the body was Jade Morris pending positive identification and notification of family members by the Clark County coroner, Las Vegas police homicide Capt. Chris Jones said.

But, "I can tell you that the likelihood is that this is our victim," Jones said.

He also said that the body belongs to a black girl.

Coroner Michael Murphy said he did not expect positive identification until Friday.

Jade was last seen by her family at about 5 p.m. Dec. 21 when Brenda Stokes picked her up for a shopping outing, police said. Police said Stokes was a trusted friend of the girl's father, and family members have told reporters that the two dated for several years.

Stokes, who also uses the name Brenda Wilson, was later arrested after she was accused of slashing a co-worker with razor blades at the Bellagio resort casino.

Stokes, 50, is now in jail and Jones said she has not cooperated in the investigation about the girl's whereabouts.

A passer-by called 911 about noon Thursday, and North Las Vegas police found a girl's body in unkempt brush near palm trees in a small traffic circle near Dorrell Lane and North 5th Street.

The location is a short distance from the northern 215 Beltway and about 10 miles from the downtown Las Vegas outlet mall off Interstate 15 where Stokes was to have taken the girl shopping.

Attempts by The Associated Press to reach family members on Thursday were unsuccessful.

Stokes picked up the girl about 5 p.m., and two hours later returned to another friend the red 2007 Saab sedan that she borrowed for the shopping trip, Jones said.

Later, Stokes got a ride with a friend to the Bellagio resort on the Las Vegas Strip, where she was arrested after allegedly attacking a female co-worker, Joyce Rhone, with a razor in each hand as Rhone dealt blackjack about 9:30 p.m.

Rhone, 44, was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth. A police arrest report said Rhone also had several smaller cuts around her right eye.

Records show that Stokes was being held Thursday on $60,000 bail at the Clark County jail on felony battery with a weapon, burglary and mayhem charges that could get her decades in prison.

She told a judge Wednesday that she had not obtained a lawyer. She was due again in Las Vegas Justice Court on Friday.

The arrest report says casino video shows Stokes attacking Rhone before a casino patron and security officers intervene. Officer Marcus Martin said the video is evidence that may be shown by prosecutors in court but will not be made public by police.

Police said Stokes later told investigators that she attacked Rhone over harassing phone calls and an unspecified betrayal that ended their seven-year friendship.

Stokes also told police she visited her doctor last week, seeking to be admitted to a hospital "due to feeling like she wanted to hurt someone."

She is reported to have told investigators she hadn't taken a prescription anti-anxiety drug on Friday, and that, "Sometimes people just snap."

(AP) ? The director of the Pumwani Maternity Hospital, located in a hardscrabble neighborhood of downtown Nairobi, freely acknowledges what he's accused of: detaining mothers who can't pay their bills. Lazarus Omondi says it's the only way he can keep his medical center running.

Two mothers who live in a mud-wall and tin-roof slum a short walk from the maternity hospital, which is affiliated with the Nairobi City Council, told The Associated Press that Pumwani wouldn't let them leave after delivering their babies. The bills the mothers couldn't afford were $60 and $160. Guards would beat mothers with sticks who tried to leave without paying, one of the women said.

Now, a New York-based group has filed a lawsuit on the women's behalf in hopes of forcing Pumwani to stop the practice, a practice Omondi is candid about.

"We hold you and squeeze you until we get what we can get. We must be self-sufficient," Omondi said in an interview in his hospital office. "The hospital must get money to pay electricity, to pay water. We must pay our doctors and our workers."

"They stay there until they pay. They must pay," he said of the 350 mothers who give birth each week on average. "If you don't pay the hospital will collapse."

The Center for Reproductive Rights, which filed the suit this month in the High Court of Kenya, says detaining women for not paying is illegal. Pumwani is associated with the Nairobi City Council, one reason it might be able to get away with such practices, and the patients are among Nairobi's poorest with hardly anyone to stand up for them.

Maimouna Awuor was an impoverished mother of four when she was to give birth to her fifth in October 2010. Like many who live in Nairobi's slums, Awuor performs odd jobs in the hopes of earning enough money to feed her kids that day. Awuor, who is named in the lawsuit, says she had saved $12 and hoped to go to a lower-cost clinic but was turned away and sent to Pumwani. After giving birth, she couldn't pay the $60 bill, and was held with what she believes was about 60 other women and their infants.

"We were sleeping three to a bed, sometimes four," she said. "They abuse you, they call you names," she said of the hospital staff.

She said saw some women tried to flee but they were beaten by the guards and turned back. While her husband worked at a faraway refugee camp, Awuor's 9-year-old daughter took care of her siblings. A friend helped feed them, she said, while the children stayed in the family's 50-square-foot shack, where rent is $18 a month. She says she was released after 20 days after Nairobi's mayor paid her bill. Politicians in Kenya in general are expected to give out money and get a budget to do so.

A second mother named in the lawsuit, Margaret Anyoso, says she was locked up in Pumwani for six days in 2010 because she could not pay her $160 bill. Her pregnancy was complicated by a punctured bladder and heavy bleeding.

"I did not see my child until the sixth day after the surgery. The hospital staff were keeping her away from me and it was only when I caused a scene that they brought her to me," said Anyoso, a vegetable seller and a single mother with five children who makes $5 on a good day.

Anyoso said she didn't have clothes for her child so she wrapped her in a blood-stained blouse. She was released after relatives paid the bill.

One woman says she was detained for nine months and was released only after going on a hunger strike. The Center for Reproductive Rights says other hospitals also detain non-paying patients.

Judy Okal, the acting Africa director for the Center for Reproductive Rights, said her group filed the lawsuit so all Kenyan women, regardless of socio-economic status, are able to receive health care without fear of imprisonment. The hospital, the attorney general, the City Council of Nairobi and two government ministries are named in the suit.

sales training companiesAs another year comes to a close, many take the opportunity to review the events of the last 12 months before trying to anticipate what 2013 will bring. The business climate has and will continue to be a strange combination of hope and fear. Watching our politicians? awkward dance in approaching the ?financial cliff? can?t give businesses a warm feeling that consensus can be reached on a solid path forward. If by some strange series of events our politicians reach agreement, the health of the world economy looms.

Adding to the uncertainty for sales organizations are the well-documented changes in buying behavior that the Internet and social networking have fueled. There seem to be far more evaluations initiated and controlled by mid to low level buyers than sales cycles. Along with that trend, transactions are more competitive as buyers identify all competitors in a given space and invite many of them to compete for their business.

Most vendors are seeing a trend of shorter product cycles. The prospects for enjoying long-term competitive advantages are a distant memory. Vendors are having less success in developing offerings in a vacuum and bringing them to market hoping for acceptance. Purchases without strong cost vs. benefits will be difficult to get approved.

The concept of being customer centric has more relevance that ever before. That said, merely saying an organizations is customer centric doesn?t make it so. Companies that want to get serious may want to take a hard look at the status of their current sales process. Do you continue to spend time and resources inundating your salespeople with product training that requires them to condense all that knowledge into coherent messages for the senior executives you want them to call on? When is the last time you looked at the sales ready messaging? that has been created to support sellers in calling on Key Players?

Make a New Years resolution to leverage a valuable untapped resource: your client base. Choose titles that are involved in making buying decisions. Have sellers interview them by asking their opinions about the menus of goals you have created for each title. After reviewing them with the buyer, have sellers ask:

1. Are the goals valid in today?s environment?
2. What, if any goals are missing?
3. For each goal, can the buyer quantify what benefits they?ve realized?
4. What business challenges are they facing that your company may be able to develop offerings to address?

One of the best ways to energize your salespeople to spread the word to prospects is by leveraging customer results. By doing these interviews you can have buyers realize what value they?ve achieved and update/enhance your library of Success Stories using measureable results.

With all the uncertainties, one of the few variables you can control is the way your salespeople approach the marketplace. Leveraging results achieved by executives within your customer base is a great way to start buying cycles with prospects. Your prospects for 2013 will improve if you build pipeline by proactively approaching Key Players rather than waiting for inbound visitors to your Website. Make the way you approach prospects a competitive advantage.

EnergyFit Nevada Improves Home Quality

An EnergyFit home stands out.My last column about the season of giving suggested that Green Living can be a wonderful way to express our appreciation to those we care about. Just after I wrote it, a friend sent a wonderful email providing a real world example of exactly what I had in mind. I?ll refer to this couple as Jenn and Rob.

The excitement in Jenn?s email was obvious. She mentioned ?a Merrier Christmas season? for her and Rob, attributing it to the energy efficient, home quality improvements they had implemented earlier this year after moving in to a home built in the early 60s.

Not Very Sexy

She told me later that she just got excited while paying the bill and decided to share the news with her friends. Energy efficiency may not be the sexiest thing in the world, but I can almost guarantee that every time Jenn and Rob get their bill, they will both be grateful for what they have given to each other.

How did they do it? Here is what Jenn wrote:

?Following our energy efficiency upgrades we tested out at about a 37% improvement. And our NV Energy bills have been right on track! We started with an $11,000 total package that included a new variable speed pool pump, blown-in attic insulation, replacement of one of two heat pumps, and new programmable thermostats. Still, we were only out of pocket $1,700 after all the great rebates and our green mortgage! We have lots more we want to do (mainly windows and patio doors ? there?s tons of them!) and want to see just how low we can go?before Santa finally brings our solar panels (next year, maybe??).

?Oops! ?almost forgot to include one of our favorite new features?our Solar Water Heater?love it! At least we have one sexy solar panel on our roof!?

Hmm, perhaps I was wrong about this stuff not being sexy. Jenn?s excitement really comes through in her message, as well as the fact that they are nowhere near done. The couple is looking forward to further changes that will lower their bills even more while improving their home quality, comfort and value.

Unexpected Results

Obama faces backlash on possible Hagel nomination for Pentagon

WASHINGTON (Reuters) - Pro-Israel groups, neoconservatives and even some former colleagues on Capitol Hill are confronting President Barack Obama with a growing backlash against Chuck Hagel, the ex-Republican senator tipped as his leading candidate for defense secretary.

Obama's aides have given no sign of dropping Hagel from consideration - even after several American Jewish leaders privately complained about his policy views, most notably on Israel and Iran, at a White House-hosted Hanukkah party last week, according to one attendee.

But what has become clear in recent days is that the Democratic president will have a Senate confirmation fight on his hands if he decides to nominate the former Nebraska lawmaker, regarded as a moderate Republican, to replace Leon Panetta at the Pentagon.

The White House is preparing for a major realignment of Obama's national security team, possibly by the end of this week, sources familiar with the process have said. But the announcement could be delayed by the difficult "fiscal cliff" negotiations with congressional Republicans.

That could provide more time for Hagel's critics to marshal opposition to his nomination, in public and behind the scenes. But even they are skeptical of being able to derail it.

Obama himself has faced questions from American Jewish leaders about his approach to close U.S. ally Israel, especially given his strained relations with Prime Minister Benjamin Netanyahu, and may decide to take a risk with Hagel.

"This is a nomination that could be toxic to some degree for the White House," a Senate Republican foreign policy aide said. "Do they really want this in the first months of a second term?"

Some of Israel's leading U.S. supporters contend that Hagel, who left the Senate in 2008, at times opposed Israel's interests, voting several times against U.S. sanctions on Iran, and made disparaging remarks about the influence of what he called a "Jewish lobby" in Washington.

William Kristol of the conservative Weekly Standard wrote in a recent column that Hagel "has anti-Israel, pro-appeasement-of-Iran bona fides."

While declining to discuss Hagel's record on Israel, White House spokesman Jay Carney told reporters last Thursday that "the president thinks very highly of Senator Hagel."

Hagel's office has remain tight-lipped and had no immediate comment.

J Street, a liberal American Jewish group, said it was "appalled by efforts surfacing in recent days to question his commitment to the state of Israel and to Middle East peace."

But The Washington Post weighed in late on Tuesday with an editorial declaring that Hagel was "not the right choice."

It chided him for advocating deep defense cuts and said he was out-of-step on Iran for voicing skepticism that force might eventually be needed to stop its nuclear program.

REPUBLICAN MISGIVINGS

On Tuesday even some of Hagel's former Republican colleagues expressed misgivings about him.

Asked about Hagel's 2006 statement that the "Jewish lobby intimidates a lot of people here," Senator Lindsey Graham of South Carolina said he would "have to answer for that comment" if he is nominated.

"And he'll have to answer about why he thought it was a good idea to directly negotiate with Hamas and why he objected to the European Union declaring Hezbollah a terrorist organization," said Graham, a member of the Senate Armed Services Committee. "He's been a friend, he has a stellar military record, but these comments disturb a lot of people."

Senator John McCain of Arizona insisted "we would review his entire record" but declined to "make a judgment until he's nominated."

Ironically, a Hagel nomination might be better received by Democrats - though they too might be wary of his contrarian reputation.

Many Republicans consider Hagel suspect. He was an early dissenter on the Iraq war - an issue that helped Obama rise to prominence - and crossed the aisle to endorse the president in his successful re-election bid this year.

On top of that, since leaving the Senate after two terms, he has been a vocal critic of his own party's fiscal policies.

Obama is said to feel comfortable with Hagel. The two traveled together to the Middle East during the 2008 campaign.

He currently co-chairs Obama's Intelligence Advisory Board, and his confirmation would put the Pentagon under a decorated Vietnam War veteran and give Obama's Cabinet a bipartisan cast.

Christopher Preble, vice president of the libertarian Cato Institute, wrote that Hagel would be an excellent choice and would help keep the U.S. military from undertaking further "quixotic nation-building missions."

But high-profile opposition to Hagel's possible nomination is growing. Abe Foxman, head of the Anti-Defamation League, told The Washington Post that his record "relating to Israel and the U.S.-Israel relationship is, at best, disturbing, and at worst, very troubling."

Josh Block, president of The Israel Project, a pro-Israel group that describes itself as a nonpartisan educational organization, said Hagel's positions were "well outside the mainstream Democratic and Republican consensus."

Some of the negative buzz surrounding Hagel has made its way into Israeli media. "Hagel is a Republican with a problematic voting record on Israel," The Jerusalem Post said on Monday.

Also in the mix for the Pentagon job are Michele Flournoy, a former undersecretary of defense for policy, and Ashton Carter, the current deputy defense secretary.

This week I?m belatedly writing Week 48 in my?Beyond the Internet?series in which I explore the sources of information beyond our computer screens and this week?s topic is Occupations ? Teachers.

I wrote a few posts early in the year about school admissions and other school records, which will obviously be of relevance if you have teaching ancestors.

However you?re probably looking for more personal information about their careers.

I have no teachers in my family tree but Mr Cassmob?s is fairly littered with them so much of the information I?ve acquired has come from them. Some are his immediate ancestors, one is our daughter, and others go back to the early-mid 19th century.

Where to look

The first port of call will be the relevant archive for the area where they taught.

If they were in a religious school, you may have to approach the school or religious order they worked for (not so easy, sometimes).

I?d also look at reference libraries to see if there?s more general information about their records.

?teacherSo what might you find about your teaching ancestors?

?Their inspection reports: Remember those school visits when we thought the inspector was only assessing us, but in reality was probably mainly interested in the teacher, and whether they?d taught the necessary curriculum to the right standard. They must have been intimidating for the teachers as 50 years later we met a lady in Alotau who remembered her mother being inspected by Mr Cassmob?s father (who could do intimidating quite well in his professional role).

teacher 2Their other roles in the community: ?for example my mother-in-law was the Registrar of Births, Deaths and Marriages in her rural Victorian community when she was only 20 or so. As a family historian you have to love information like that!

Their academic training: whether they had teachers? college training, university, or were thrown in largely at the deep end to sink or swim.

Their history in schools: For example: my in-laws were both teachers and both were required to establish small bush schools in rural Victoria with absolutely minimal training. In their specific case this experience was no doubt invaluable as they launched and taught at new schools in Papua New Guinea. ?Did your ancestors teach in large urban schools, small multi-class schools or even one-teacher schools? Who was in their class? Did their own children have to call them ?Mrs Cass? in the classroom, for example.

Books: You may find some reference to your teaching ancestors in books relating to the areas where they taught, or specialised books on education.

?Gazettes:?Government and Education?Their postings may feature in the various gazettes ?check them out. (I?m indebted to Rosemary Kopittke who alerted me to the education gazettes last year). Goulds have a range of the Queensland Education Gazettes which you can see here.

(AP) ? The leaders of an independent panel that blamed systematic State Department management and leadership failures for gross security lapses in the deadly Sept. 11 attack on a U.S. diplomatic mission in Libya will explain their findings to Congress on Wednesday.

The two most senior members of the Accountability Review Board are set to testify behind closed doors before the House and Senate foreign affairs committees on the classified findings of their harshly critical report.

An unclassified version released late Tuesday said serious bureaucratic mismanagement was responsible for the inadequate security at the mission in Benghazi where the U.S. ambassador and three other Americans were killed.

"Systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place," the panel said.

Despite those deficiencies, the board determined that no individual officials ignored or violated their duties and recommended no disciplinary action. But it also said poor performance by senior managers should be grounds for disciplinary recommendations in the future.

Wednesday's classified testimony from the review board ? retired Ambassador Thomas Pickering and a former Joint Chiefs of Staff chairman, Adm. Mike Mullen ? will set the stage for open hearings the next day with Deputy Secretary of State William Burns, who is in charge of policy, and Deputy Secretary of State Thomas Nides, who is in charge of management.

Secretary of State Hillary Rodham Clinton was to have appeared at Thursday's hearing but canceled after fainting and sustaining a concussion last week while recovering from a stomach virus that dehydrated her. Clinton is under doctors' orders to rest.

In a letter that accompanied the transmission of the report to Capitol Hill, Clinton thanked the board for its "clear-eyed, serious look at serious systemic challenges" and said she accepted all of its 29 recommendations to improve security at high-threat embassies and consulates.

She said the department had already begun to implement some of the recommendations. They include increasing by several hundred the number of Marine guards stationed at diplomatic missions throughout the world; relying less on local security forces for protection at embassies, consulates and other offices; and increasing hiring and deployment of highly trained Diplomatic Security agents at at-risk posts.

Clinton agreed with the panel's finding that Congress must fully fund the State Department's security initiatives. The panel found that budget constraints in the past had led some management officials to emphasize savings over security, including rejecting numerous requests from the Benghazi mission and the embassy in Tripoli for enhanced protection.

It singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs for criticism, saying there appeared to be a lack of cooperation and confusion over protection at the mission in Benghazi, a city in Eastern Libya that was relatively lawless after the revolution that toppled Libyan strongman Moammar Gadhafi.

But it appeared to break little new ground about the timeline of the Benghazi attack during which Libyan Ambassador Chris Stevens, information specialist Sean Smith and former Navy SEALs Glen Doherty and Tyrone Woods ? who were contractors working for the CIA ? were killed. Stevens' slaying was the first of a U.S. ambassador since 1988.

The board determined that there had been no immediate, specific tactical warning of a potential attack on the 11th anniversary of Sept. 11, 2001. However, the report said there had been several worrisome incidents in the run-up to the attack that should have set off warning bells.

It did confirm, though, that contrary to initial accounts, there was no protest outside the consulate. It said responsibility for the incident rested entirely with the terrorists who attacked the mission.

In the immediate aftermath of the attack, administration officials linked the attack to the spreading protests that had begun in Cairo earlier that day over an American-made, anti-Islamic film. Those comments came after evidence already pointed to a distinct militant attack.

United Nations Ambassador Susan Rice appeared on numerous TV talk shows the Sunday after the attack and used the administration talking points linking it to the film. An ensuing brouhaha in the heat of the presidential campaign eventually led her to withdraw her name from consideration to replace Hillary Rodham Clinton as secretary of state in President Barack Obama's second term.

While criticizing State Department management in Washington along with the local militia force and contract guards that the mission depended on for protection, the report said U.S. personnel on the ground in Benghazi "performed with courage and readiness to risk their lives to protect their colleagues in a near-impossible situation."

It said the response by Diplomatic Security agents on the scene and CIA operatives at a nearby compound that later came under attack itself had been "timely and appropriate" and absolved the military from any blame. "There was simply not enough time for armed U.S. military assets to have made a difference," it said.

The report also discounted speculation that officials in Washington had refused appeals for additional help after the attack had begun.

"The Board found no evidence of any undue delays in decision making or denial of support from Washington or from the military combatant commanders," it said. To the contrary, the report said the evacuation of the dead and wounded 12 hours after the initial attack was due to "exceptional U.S. government coordination and military response" that helped save the lives of two seriously wounded Americans.
